The new efficiency standard that’s replacing SEER, SEER2 will be in full effect by January 1, 2023.

As a consumer, it helps to understand the new SEER2 regulations and ratings, since these will affect the HVAC equipment that you can buy and install.
What is SEER2?
SEER2 is an updated version of the SEER calculation. SEER (seasonal energy efficiency ratio) is calculated by dividing the cooling output during the summer season by the energy used. High SEER means less electricity consumed.
SEER2, on the other hand, uses the new M1 blower testing procedure, increasing the external static pressure of the systems by a factor of five. This reflects more accurately the field conditions in installed equipment.
To currently meet the ENERGY STAR specifications of the Department of Energy (DOE), your unit should be at least 14.5 SEER. This changes in 2023 when SEER2 will be in full effect.
By January 1, 2023, the minimum equipment efficiency ratings will change. All residential central air systems must have a SEER2 rating of 13.4 (14.0 SEER) in the North region, although units built before January 1, 2023, can still be sold and installed.
In the Southeast and Southwest regions, units that don’t meet SEER2 standards can’t be installed after January 1, 2023. For both regions, residential units below 45,000 Btu must have a SEER2 rating of 14.3 (15.0 SEER), while systems 45,000 Btu and above must have a SEER2 rating of 13.8 (14.5 SEER).
Essentially, the least efficient HVAC unit you can purchase in 2023 is going to perform more efficiently than the least efficient unit one can get in 2022.
Why SEER2 Matters
After new SEER2 regulations go into effect in 2023, homeowners can expect an increase in the cost of HVAC replacement.
Installing a 15 SEER (or 14.3 SEER2) AC, for example, will cost between $4,000 and $6,000 on average, while 13-14 SEER units typically cost around $3500 to $4,500.
So if you have an old unit, replacing it in 2022 may cost less than replacing it in 2023. Installing a unit that’s compliant with SEER2 guidelines is also worth considering if you’re looking to sell your home in the near future.
Aside from the changes in efficiency requirements and installation costs, the upcoming SEER2 guidelines may result in energy savings, as well as improved airflow and home comfort for consumers.
